Bernard is responsible for Tactis's development in Africa, particularly in sub-Saharan Africa, through the creation of the subsidiary in Kigali, Rwanda.

Bernard Binagwaho's Expertise

A French-Rwandan born in Kenya, Bernard Binagwaho is a graduate of the École nationale supérieure de constructions aéronautiques in Toulouse, France.

He began his career in the telecommunications sector and joined Bouygues Telecom in 1996, initially working on the backbone deployment of the operator before taking responsibility for the engineering of the voice and data core network.

In 2007, at Bouygues Telecom, he took charge of the network's strategic plan and economic studies, leading the financial planning process and developing three-year plans. In this role, he participated in projects such as RAN sharing, the introduction of new suppliers, and radio network swaps.

In 2011, he became Program Director for Bouygues Telecom's B2B and B2C departments, where his role was to help departments define and manage their major projects and transformation projects: developing new services, digitizing and automating processes, addressing regulatory requirements, logistics, invoicing, etc.

In 2016, he joined the Pixagility group, a French technical service provider in the audiovisual sector, as Managing Director of their African subsidiary, based in Abidjan. His role was to create and develop the subsidiary, including the installation of its technical platform, recruiting technical and sales teams, and defining the development strategy in Africa. Pixagility Africa's main clients include Orange Côte d'Ivoire for the launch of its new fixed and mobile TV/VOD services, as well as media groups such as Canal+ and Startimes for the launch of DTT and channel delivery.

In November 2018, he joined Tactis as Director of Africa and the Middle East based in Kigali, Rwanda.
