Since 2002, Benjamin Fradelle has been developing expertise in digital territorial planning, both in terms of defining local authority strategies and the technical and economic approaches associated with public initiative networks.

Benjamin Fradelle's Expertise

17 years of professional experience as an expert in digital territorial planning, both in terms of defining strategies for local authorities and public developers and in the technical and economic approaches associated with public initiative networks. He has contributed to the implementation of numerous digital development projects in France and internationally.

He has extensive experience in setting up digital development projects for the construction and/or operation of wired (fiber optic) and wireless (mobile, IoT) networks at the national and international levels, including:

  • The awarding of the construction and/or operation of more than 3 million FttH sockets on behalf of departments (Doubs THD, Gironde Numérique, CD Hauts-de-Seine, CD Hérault, Seine-et-Marne Numérique, CD Charente Maritime, SMO Indre-et-Loire/Loir-et-Cher) and regional departments (SMO Nord-Pas-de-Calais Numérique, Grand Est Region). Previously, he was involved in the development of first-generation public initiative network projects (Bordeaux, Rennes, Tours, Seine-et-Marne, Gironde).
  • Internationally, he has worked on numerous public-private partnership projects in Morocco in major development zones and business parks (Casanearshore, Technopolis, Casa Anfa, FESSHORE, NOOR complex in Ouarzazate, Zénata). In Mauritius, he is currently supporting ENL in the development of a smart network for the MOKA SMART CITY project. In Côte d'Ivoire, on behalf of ANSUT, he is overseeing the project development (construction and operation) of the national RNHD backbone.

Overall, he has contributed to the construction and/or commissioning of over 60,000 km of fiber optic networks within the framework of public-private partnerships.

Regarding mobile networks, he supports two French regions in deciding on the priorities to be addressed in their territories within the framework of the New Mobile Deal.

He is recognized for his extensive knowledge of the technical, economic, and regulatory aspects of digital development projects: fiber optics, Wi-Fi, mobile, IoT, and data centers. Through his extensive experience, he has extensive knowledge of the economic and financial models of electronic communications (CAPEX, OPEX, revenues, etc.) for these projects.

He regularly intervenes in the context of Due Diligence for private investors or financial institutions on public initiative projects which are not supported by Tactis for cumulative amounts of more than €300 million of projects.
