Gérard Hardy has focused his career on the dual perspectives of innovative technologies and regional development. He has worked for thirty years with public institutions and local authorities in the fields of information technology and digital regional development.
Based in Toulouse, he works for Tactis on the development of territorial telecom projects (infrastructure, services, and uses) for regional councils, departmental councils, metropolitan areas, urban areas, ministries and institutions, and telecom operators. He supervises and manages all of Tactis’ missions in the South of France.
He has worked on Digital Development Master Plans (SDTAN) and on the development of operational projects for numerous departments (Haute-Garonne, Ariège, Gironde, Dordogne, Lot-et-Garonne, Hautes-Pyrénées, Pyrénées-Atlantiques, Jura, Doubs, Alpes-Maritimes, Aude, etc.), the SCORANs of the PACA Regional Council, Bourgogne-France-Comté, and Nouvelle-Aquitaine), and for a large number of metropolitan areas, urban areas, and communities of communes (Bordeaux Métropole, Toulouse Métropole, Pau, Dax, Bayonne, Castres, Muret, Sicoval, Lacq, Arles, etc.).
Gérard Hardy has notably provided support for the DSP of the Bordeaux Urban Community, the development of the SPL of Toulouse Métropole, the DSPs of PACA THD, SICTIAM, Greater Angoulême, the La Rochelle metropolitan area, and the Pau metropolitan area of the Communauté de Maremne Adour Côte Sud (MACS) municipalities, in the Greater DAX agglomeration)….
He also oversaw the establishment of the PACA-THD SMO, which brings together the PACA Regional Council and the departments of Alpes-de-Haute-Provence, Hautes-Alpes, Var, and Bouches-du-Rhône, as well as the implementation of the FSN and ERDF procedures and the lease-out public service delegation (DSP) procedures. He also supports local authorities (SYADEN, the Haute-Garonne Numérique SM, the Fibre 64 SM, the Hautes-Pyrénées Regional Authority, and the SICTAN Alpes-Maritimes SM) in the operational implementation of service concession monitoring procedures, EPCI relations, and FSN funding applications.
He also led studies for national (Ortel) and regional (Aquitaine, Midi-Pyrénées, Franche-Comté, Nord-Pas-de-Calais, Réunion, etc.) observatories, as well as for fixed and mobile networks (PACA Region Mobile Observatory).
Previously, as Director General of the Regional Agency for Teleactivities in Midi-Pyrénées, he led the regional ICT policy within the framework of the regional Information Highways platform. This initiative, accredited by the Ministry of Industry and supported by DATAR, enabled the deployment of distance learning networks for high schools and vocational training, as well as networks related to higher education, research, and telemedicine, as well as the establishment of telecenters.
For the semi-public limited company Axisa, he was responsible for managing a team of ten engineers and consultants developing innovative distance learning, smart card, and multimedia systems.
