After starting his career in a Ministry of Industry agency, Gérard Hardy acquired a solid experience as Head of Information Technologies in specialized local authority agencies. Since 2000, he has been coordinating Tactis’ actions with local authorities while managing infrastructure projects and digital services.
During his career Gérard Hardy has adopted an approach based on both innovative technologies and territories. For the last thirty years he has worked with public institutions and communities in the fields of Information Technologies and digital development of territories.
Based in Toulouse, he currently works for Tactis on the setting up of territorial telecom projects (infrastructure, services and uses) along with regional, departmental and conurbation consultation, as well as ministries, institutions and telecom operators. He monitors and pilots all Tactis’ missions in the South of France.
He has worked on the Master Plans for Digital Development (SDTAN) and on the setting up of operational projects in many departments (Haute-Garonne, Ariège, Gironde, Dordogne, Lot et Garonne, Hautes-Pyrénées, Pyrénées Atlantiques, Jura, Doubs, Alpes-Maritimes, Aude…), on PACA’s Regional Coherence Strategies (SCORAN) and the Franche-Comté Regional Council, and in a large number of conurbations, metropolitan areas and municipality associations (Bordeaux Métropole, Toulouse Métropole, Pau, Dax, Bayonne, Castres, Muret, Sicoval, Lacq and Arles). In particular, he provided support for the Public Service Delegation (DSP) of the Bordeaux Urban Community, the development of the Local Public Company (SPL) of Toulouse Métropole, the Public-Private Partnership (PPP) of the Gironde department, the DSP of the PACA THD (PACA Association for ultra-high speed broadband), SICTIAM (Intercommunal Association of the Digital Local Communities of Alpes-Méditerranée), the Greater Angoulême and the Maremne-Adour-Côte Sud (MACS) municipalities association, the Greater DAX conurbation, etc.
He has also led the creation of the SMO PACA-THD (PACA Open Mixed Association for ultra-high speed broadband), which brings together the PACA Regional Council and the Alpes de Haute-Provence, Hautes-Alpes departments, Var and Bouches-du-Rhône departments, the implementation of ERDF and ESF procedures and the DSP’s leasing (“affermage”) procedures. He also assists local governments to have feed backs for those processes (the SYADEN (Aude Energy Organization), the Department Council of Haute Garonne, the SICTAM Alpes-Maritimes Open Mixed Association, the Department Council of Fibre 64, the region of Hautes-Pyrénées). It was about the ESF, the relationships in public inter-municipality cooperation establishments (EPCI), and the development of service concession procedures
He also coordinated the studies for national (Ortel) and regional (Aquitaine, Midi-Pyrenees, Franche-Comté, Nord Pas-de-Calais, Réunion, etc.) observatories for fixed and mobile networks (PACA region).
Previously, for the Regional Agency for Teleactivities in Midi-Pyrénées, he managed the regional ICT policy within the framework of the regional platform “Autoroutes de l’Information” (Information Highways). This operation, approved by the Ministry of Industry and supported by DIACT (the Interministerial Delegation of Land Planning and Regional Competitiveness, formerly DATAR), enabled the deployment of distance education networks for high schools and vocational training institutes and networks related to higher education, research and telemedicine, as well as the creation of call centers…
In the semi-public limited company Axisa, he was responsible for coordinating a team of ten engineers and consultants working on the development of innovative tele-teaching, memory cards and multimedia systems.
