Bernard Binagwaho

Africa and Middle East Director, in charge of developing Tactis in Africa and particularly sub-Saharan Africa via the creation of a subsidiary based in Kigali Rwanda.

Of French and Rwandese nationality, Bernard Binagwaho graduated from the “Ecole nationale supérieure de constructions aéronautiques de Toulouse” in France.

He started his career in the telecommunications sector and joined Bouygues Telecom in 1996 to deploy the operator’s backbone before becoming head of the Core voice and data network engineering department.

In 2007 he became head of Strategy and Financial analysis for the Network division of Bouygues Telecom in charge of building the 3 and 10 year business plans for the network division as well as conducting financial analysis on subjects such as RAN sharing, network swaps and 3G deployment.
In 2011 he went on to become Program director for the B2B and B2C divisions in charge of selecting and delivering their strategic projects such as launching new services, process automation and digitalization, treating regulatory demands etc….

In 2016 he joined Pixagility, a French technical services provider in the audio-visual domain, as managing director for their African subsidiary based in Abidjan Ivory Coast. He built and developed the subsidiary, handling all the administrative and legal issues, installing the technical platform and recruiting the commercial and technical teams. Amongst the different projects handled was helping the telecom operator Orange Ivory Coast launch its fixed and mobile TV & VOD services and helping media groups such as Canal+ and Startimes launch their TNT services.

On November 2018, he joined Tactis as Africa and Middle East Director based in Kigali Rwanda.
